Merit schemes: transparency

میرٹ اسکیمیں — مکمل شفافیت

Laptops and Asaan Karobar Cards are given on merit only. Here are the rules every student is judged by, each cycle’s fund and seats, how many students reached each stage, appeals, flags and overrides, and the published lists. No personal details are shown.

Questions

Fairness, in plain words

عام سوالات

Is it fair?

Every student is judged by the same published rules, frozen for the whole cycle. Scores come from tests and interviews scored on fixed rubrics with written reasons, equal scores are ordered by a fixed rule, and every number is shown to the student it belongs to. This page shows the totals for everyone to see.

Who decides?

Check your eligibility in your student portal

Log in with your NSDP student account: once your completed course is confirmed, your student portal opens, checks every requirement from your real course record, and you apply there. Every score you are judged by is shown to you with its reason.

  1. 1System shortlistEveryone who meets every requirement is ranked by course record in their pool; the top students per seat go on to the tests. No person chooses.
  2. 2Screening testA timed online test, one attempt, questions drawn at random for each student. Pass mark 95%.
  3. 3Video testShort recorded answers on camera with your CNIC shown, scored blind by two NSDP reviewers. Pass mark 70%.
  4. 4Campus interviewA short interview by your campus or instructor, on a fixed rubric with a written reason for every mark. Pass mark 60%.
  5. 5NSDP final interviewBy an NSDP reviewer with no link to your campus or instructor. Pass mark 60%.
  6. 6Provisional list, appeals, final listTwo different NSDP admins must approve the list. Then 7 days to appeal before the final list.

3 · Award score (out of 100)

  • Screening test25
  • Business plan25
  • Video test20
  • NSDP final interview20
  • Campus / instructor interview10

The campus interview, the stage closest to the student, carries the least weight on purpose.

4 · Equal scores

  1. Higher award score
  2. Higher screening test score
  3. Higher attendance
  4. Earlier course completion
  5. Earlier application

Always in this order. Nobody chooses between equal scores.

5 · Caps & appeals

  • One national list, at most 2 cards per campus.
  • At most 2 awards per course in a cycle.
  • Any result can be appealed within 7 days. It is decided in writing within 14 days by an NSDP reviewer who did not score the student.
  1. Save these fingerprints today (a screenshot is enough). Applicants see the same ones in their student portal.
  2. The rules of a cycle are frozen when it opens. The rules fingerprint is the SHA-256 of those rules, so it changes if anyone edits them, and changes made later apply only to the next cycle.
  3. Every score, decision and appeal is written to an audit record where each entry contains the fingerprint of the one before. Changing any old entry changes every fingerprint after it.
  4. So if a score or a name on a published list were changed later, the audit record hash shown here would no longer match. An independent auditor can recompute the whole record from the start.

No single person. The shortlist is made by the system from course records. Tests are marked by the system or by two NSDP reviewers who do not see the student’s name or campus. The award list must be proposed by one NSDP admin and approved by a different one, and every step is written to the audit record.

Can an instructor favour someone?

The campus or instructor interview is only 10 of 100 points, every mark needs a written reason, and an interviewer may give a top mark to only a limited share of their students. NSDP automatically flags interview scores far above a student’s test scores, and the final interview is held by an NSDP reviewer with no link to the student’s campus or instructor.

What if I disagree?

Appeal from your student portal within 7 days of the result. An NSDP reviewer who did not score you decides in writing within 14 days. If your appeal is upheld, the stage is re-scored and the list is recomputed and approved again by two admins.

Why do some numbers say “Fewer than 5”?

Counts from 1 to 4 are hidden so that no individual student can be identified from the figures.

Where do the seats come from?

A fixed share of NSDP’s real fee revenue in the cycle funds the scheme. The number of seats is the fund divided by the cost of one award, worked out when applications close and never changed after.
